To promote solar PV development is a systematic project, involving technological progress, industrial development, market cultivation and other fields. In recent years, related departments have introduced relevant supporting policies in fields of R & D of science and technology, which greatly promoted the development of China's solar energy. This time, the Ministry of Finance, and Ministry of Housing and Urban-Rural Construction issued the "Opinions on Implementation" and "Financial Measures", mainly to support the development of photovoltaic architecture application in demonstration project and to solve the problems of insufficient abilities of building solar photovoltaic integration design and construction and weak capability of production of solar module. Through financial subsidies, it initiates application market of solar energy in the field of rural and urban construction, and lead the development of solar photovoltaic industry.
1) In 2009 the principle of subsidy standard is set at RMB20 per watt. Application of solar PV building system cost mainly includes two parts: one is costs of solar cell and module. In recent years, as technological progress of domestic photovoltaic enterprise and growth of industrial scale, the cost of solar cells declines rapidly and it has dropped to RMB20 / watts or less at present. The other is the cost of installation and application including design and construction, balancing system, grid access and so on. According to the different degree of combining solar energy with architecture, the actual cost of installation has big differences and the cost of installation and application which has a high level of integration is also high. For the moment, the average cost of installation and application is about RMB20 per watt.
2) Specific subsidy standard will be set through classification. For buildings with a high degree of integration, projects of technologically advanced optoelectronic products, such as the realization of component, demonstration projects of integration installation, subsidy standard will reach RMB20 / W. For simple applications of solar PV building, subsidy standard will be reduced. Specific standard will be clarified in the subsequent released declaration of the guidelines.
3) Subsidy standard will be adjusted annually. With the progress of industrial technology and the growth of domestic application volume, the application cost of PV systems is expected to decline further. In the future the subsidy standard will be gradually adjusted annually based on cost changes.
3. How much is the intensity of supporting policy of PV building application in 2009?In recent years, China's solar photovoltaic products are mainly exported while the amount of the domestic construction and installation applications is small. "Opinions on Implementation" and "Finance Measures " will accelerate applications of solar energy in the field of building; however, the amount of application of qualified PV building in those years will be subject to the progress of the project, degree of applications of integration and other factors . Therefore, the amount of application of current domestic PV building is hard to accurately estimate. Ministry of Finance will arrange subsidies according to actual amount of installation of qualified PV building in 2009 to ensure the applying demonstration of photovoltaic building smooth.
Ministry of Finance grants subsidies for demonstration projects, and what’s more important is that the policy will play a role of a financial leverage, form a mechanism and model guided by government and promoted by market, start the domestic applications market and accelerate the solar PV building applications.
4. What is the allocation of subsidies under the program?
"Financial Measures" stipulates that the Ministry of Finance distributes 70% of the total funds under the budget to the provincial financial departments, which will timely allocate the funds to specific projects together with Construction Department.
5. How to declare and implement solar PV building application demonstration project specifically?
From Article VII to Article XII of "Financial Measures", it has clear provision about organization and implementation of solar photovoltaic building application demonstration project.
Firstly, it requires that the owners of solar PV project or solar photovoltaic products and other enterprises should provide examination and approval documents of the project, technical solutions of solar photovoltaic architectural use and successful agreements signed by solar photovoltaic production enterprises and owners of construction projects, etc. the tender and other materials in the application of funds. These provisions indicate that financial departments support mature projects under construction, so as to form an effective installation volume of photovoltaic power station and start domestic market.
Secondly, after demonstration projects and subsidies are determined, the Ministry of Finance will distribute subsidies to the provincial financial departments. The specific organization and implementation of demonstration projects will mainly rely on local finance and housing and construction sectors in urban and rural areas.
Thirdly, the Ministry of Finance and Ministry of housing and Urban and Rural Construction will soon issue declarations and guidelines to refine the key supporting areas of subsidies, technical requirements, application materials, funding application procedures and start first demonstration projects of solar photovoltaic building application as soon as possible.
Demonstration projects of which completion and acceptance achieve the desired effects, the Ministry of Finance will allocate the remaining 30% of subsidies. It is stipulated that subsidies should be allocated twice mainly to ensure quality of national demonstration project and that the system can generate electricity normally, get through the acceptance and evaluation of demonstration projects and sum up experience timely, on which relevant departments will formulate and perfect related technical standards and protocols and enhance capability of solar PV building applications design and construction. 2.
